Joshua A. Claybourn is Counsel in the Firm’s Evansville, Indiana, office. As a member of the Commercial Law and Health Care and Finance Practice Groups, Mr. Claybourn advises clients in matters of business and corporate law, governmental services, and public finance. He has extensive experience providing solutions‑oriented advice on a wide range of legal issues, including complex commercial transactions, regulatory compliance, and economic development.
Mr. Claybourn counsels clients about state and local tax law, budgeting issues, the acquisition and disposition of personal and real property, and procurement processes pursuant to the public works, design‑build, and public private partnership laws. He also represents both public and private clients before state and local regulatory bodies and administrative agencies, counseling them on public contracting and bidding, zoning and planning approvals, and financing transactions.
In the municipal finance area, Mr. Claybourn serves as bond counsel to counties, cities, towns, school corporations, and other governmental entities with respect to financing and public debt offerings.
Mr. Claybourn also counsels businesses and governmental entities with respect to state and local government incentives for economic development projects. Such incentives include economic development income tax revenue bonds, tax increment finance bonds, and tax abatement.
Prior to joining Jackson Kelly, Mr. Claybourn worked in‑house with a large publicly‑traded energy holding company. As a result, he has extensive experience with municipal and utility matters before the Indiana Utility Regulatory Commission in numerous complaint cases, rulemakings, and other proceedings. This experience provides him with the knowledge and skills to approach clients’ problems from both a legal and business perspective.
Mr. Claybourn is a graduate of the Indiana University Kelley School of Business and the Indiana University McKinney School of Law. He was recognized by Indiana Lawyer in its first statewide award as an “Up and Coming” lawyer.
A native of Evansville, Mr. Claybourn is actively involved in the community and helps lead and support various civic entities. He is a founding director of the Evansville Sports Corporation and twice served as president and trustee of the Evansville Vanderburgh Public Library.
Mr. Claybourn takes particular interest in studying the American Civil War. He is past president of the Southern Indiana Civil War Roundtable and past signals officer and assistant counselor of the Sons of the Union Veterans of the Civil War. At present, he is at work on a comprehensive history of the 80th Illinois Volunteer Infantry Regiment.
