John Philip "Phil" Melick has represented public utilities, motor carriers and others before the Public Service Commission of West Virginia and litigated commercial, public procurement and other business‑related disputes in state and federal courts.
Mr. Melick worked on many rate, certificate, rulemaking and other public utility proceedings, beginning with restructuring of the telecommunications industry in the early 1980s. He has traditionally been responsible for the cost of capital, cost allocation and rate design issues in all rate cases for the Firm's clients. His experience in complex matters, on behalf of both plaintiffs and defendants, includes cases of commercial fraud, the jurisdiction of the Public Service Commission, condemnation, partition and other real estate issues, and landowner rights under West Virginia's challenging statutes on municipal annexation. Mr. Melick retired from full‑time practice in 2016 but continues his work in particular areas.
Mr. Melick is a member of the West Virginia Bar and has been admitted to practice before all state and federal courts in West Virginia and the United States Court of Appeals for the Fourth Circuit. Mr. Melick's pro bono and community efforts have included service on the Board of Directors of the West Virginia Symphony Orchestra and 20 years as a Read Aloud volunteer at Piedmont Elementary.
A native of Worthington, Ohio, Mr. Melick is a graduate of Miami University's (Oxford, Ohio) College of Arts and Sciences where he received his Bachelor of Arts magna cum laude in 1980 with a major emphasis in economics. He is a graduate of The Ohio State University College of Law where he received his Juris Doctor in 1983 before joining the Firm that summer.
