Hopewell Darneille to Present at DYNET 2019, Fairmont, WV -- April 11, 2019

Hopewell Darneille, of the Firm’s Washington, DC office, will be a presenter at the 10th annual Dynamic Networking for Small Business (DYNET) Conference, a federal and prime contracting event in Fairmont, West Virginia, on April 11, 2019 at the Robert H. Mollohan Research Center.
Mr. Darneille will co-present a Workshop on “Negotiating and Drafting a Compliant and Workable Joint Venture Agreement Under SBA’s Regulations,” with Melissa Loder, the principal Business Opportunity Specialist in the U.S. Small Business Administration’s (SBA) West Virginia District Office.
This Workshop will discuss SBA’s joint venture rules, including the limitations on subcontracting (LOS) and performance of work rules, under SBA’s various small business programs, including SBA’s new All-Small Mentor-Protégé Program (ASMPP). Mr. Darneille and Ms. Loder will examine SBA’s Joint Venture Agreement template, focusing on specific provisions and SBA’s specificity requirements that have proved problematic in recent decisions by SBA’s Office of Hearings and Appeals (OHA), In addition to regulatory compliance, they will discuss the need to focus on commercial workability. In this regard, they also will discuss the need for erstwhile joint venturers to comply with state and local requirements, as well as standard commercial best practices, in structuring and promoting the long-term feasibility and viability of the proposed joint venture.
DYNET Fairmont is sponsored by the Northern West Virginia (NWV) Chapter of the National Contract Management Association (NCMA), in conjunction with its Federal Partners. In addition to the SBA, participating organizations include the U.S. Army Corps of Engineers Pittsburgh District, the Federal Bureau of Investigation (FBI), the Veterans Administration (VA) and the Regional Contracting Assistance Agency (RCAC).
DYNET provides opportunities for interactions with the participating federal agencies, and networking with large and small prime government contractors, prospective teaming partners and various government contracting assistance entities. DYNET also will offer four workshop time slots, during which attendees will be able to choose from two workshops during each period.
