Jackson Kelly Equine Law Group Announces Horsemen's HIWU Toolkit
The free toolkit provides resources for HISA and HIWU Compliance

Jackson Kelly PLLC is excited to announce a free toolkit for horse trainers and the equine industry addressing needs related to changes in the industry with the Horseracing Integrity and Safety Act (HISA) and Horseracing Integrity & Welfare Unit (HIWU).
“Jackson Kelly serves a lot of sectors of the horse industry and wants to see the industry continue to grow and succeed,” says Equine Industry Group Leader, Jay Ingle. “The Toolkit is another way we can give back to the industry and help horsemen and women as they navigate changing times.”
The toolkit, which is available online at https://www.jacksonkelly.com/industries/equine, features downloadable content in both English and Spanish including printable barn signs, sample barn and medication policies, tips for responding to HIWU notices and investigations, and links to helpful resources.
The goal of the Toolkit is to be simple and easy to use. Trainer Ron Moquett, who is a member of the HISA Horsemen’s Advisory Committee and HBPA, agreed: “The materials are short and straightforward. I think horsemen and women will find them easy to use and really helpful. For example, the barn sign covers a lot of key points, but is still simple and easy to read. I already have one up in my barn in Saratoga.” (see below)
To go along with the Horsemen’s Toolkit, Jackson Kelly will also be sharing informational videos. Having just completed an arbitration as part of the HISA Pro Bono Covered Persons program. Jackson Kelly Members Jay Ingle and Chris Hoskins provide helpful explanations and tips regarding the HIWU process and steps horsemen and women can take now to protect their horses and themselves. Hoskins says of the toolkit: “We learned a lot by going through the HIWU process and identified some key themes. We wanted to capture those and share them with horsemen and women with these videos and the resources in the Toolkit.”
