Jackson Kelly Welcomes New Member to the Firm

CHARLESTON, W.Va. – (January 18, 2018) – Jackson Kelly PLLC is pleased to announce that Mark A. Imbrogno has joined the firm’s Morgantown office.
Mr. Imbrogno brings experience in the areas of public and private finance, corporate matters and government relations. In addition, he has experience in the financing and development of infrastructure and economic development projects, including tax increment financing. A former lawyer in the Charleston office of the Firm, he routinely served as bond counsel, underwriter’s counsel and issuer’s counsel in public and governmental financing, primarily involving tax-exempt bonds.
Prior to joining the Firm, Mr. Imbrogno served as Senior Associate General Counsel in West Virginia University’s Office of General Counsel. In this role, he advised the university and its affiliated research corporation on a variety of legal and policy issues across administrative and academic units, particularly in the areas of contracting, healthcare, research, compliance, ethics and government relations. He routinely worked on commercial and research transactional matters with the university’s academic medical center and affiliated health system. Among other offices, Mr. Imbrogno also regularly advised the university’s procurement, institutional review board, technology transfer, export control and sponsored research offices.
Mr. Imbrogno also served as Deputy General Counsel with the Office of the Governor, State of West Virginia. As Deputy General Counsel, he advised the governor and his staff on legal and policy matters, and also served as Governor’s designee as chairman of the West Virginia Water Development Authority, the West Virginia Infrastructure and Jobs Development Council, the West Virginia Investment Management Board and the West Virginia State Tobacco Growers’ Settlement Board. As a result of these positions, Mr. Imbrogno has extensive experience drafting and preparing legislation and interfacing and working with government agencies and officials.
During the 2012 and 2013 West Virginia Legislative Sessions, Mr. Imbrogno served as counsel to the Senate Finance Committee and the Senate Economic Development Committee. He is a member of the National Association of Bond Lawyers and the National Association of College and University Attorneys. Mr. Imbrogno received a Bachelor of Arts from the University of Kentucky. He earned a Juris Doctor from the University of Louisville, Brandeis School of Law.
