J. Parker Zopp is an Associate practicing with the Business Law practice group, also serving in the Government Relations and Healthcare Regulatory groups, focusing on advising a wide range of both regulatory and transactional legal areas including corporate governance, fraud and abuse compliance, HIPAA compliance, health information technology, and mergers and acquisitions. He practices out of the Firm's office in Charleston, West Virginia.
He represents national and regional health systems, hospitals, pharmacies, academic medical centers, and physician organizations. He has represented and defended health care providers pertaining to government investigations related to professional boards complaints, data privacy and security matters, HIPAA breach notification compliance, and consumer protection inquiries. Parker frequently monitors proposed legislation and regulatory changes to keep clients informed on changes in the law.
Parker earned his Juris Doctor, with a business law concentration, from William & Mary Law School where he was a member of the William & Mary Business Law Review. Parker’s legal experience includes serving as counsel to the West Virginia Senate Health & Human Services Committee in 2023, a summer clerkship for The Honorable Frank W. Volk, U.S. District Judge and former Chief Bankruptcy Judge, United States District Court for the Southern District of West Virginia, and while in law school, in-house counsel extern at Tidewater Physicians Multispecialty Group. Parker earned a Bachelor of Arts degree, summa cum laude, in economics from West Virginia University. In addition to his legal experience, Parker served as a diplomatic intern for the U.S. Embassy in Malta and also interned for Congressman Evan Jenkins.
